(1) The Government of Nepal may borrow from any foreign government or agency for the approved development plan from time to time in foreign currency at the prevailing exchange rate, so that the total number of loans does not exceed sixteen trillion rupees.

Explanation: Out of the amount due to the loan agreement with the foreign government or agency, only the amount due to be paid by the government of Nepal will be considered a loan. There will be an expenditure per government fund and the period for paying the principal or interest of such loan will be as specified in the agreement with the foreign government or agency giving the loan.
